Looks like the Doctor was Catherine Tate’s English teacher before she was his companion.
This clip from the BBC was recorded for Comic Relief 2007 after Tate made her appearance as Donna Noble in the 2006 Doctor Who Christmas special, but before she became his companion in 2008.
